The analysis finds that the Edmonton Metropolitan Region is a competitive jurisdiction in Canada for developing new power projects. At the same time, new land-use constraints and policy uncertainty create headwinds that investors must navigate carefully. Alberta’s land use restrictions, which regulate where wind and solar facilities can be developed in the province, narrow the development window in both Edmonton and Calgary and make it substantially more challenging to site new solar and wind facilities in Alberta’s largest demand centers. Carbon credit prices also shape project economics, as the trajectory of Alberta’s TIER credit price has implications on project economics, in particular the viability of solar.
