Summary

The Conservative Party of Canada released “The Conservative Plan to Combat Climate Change” on April 15, 2021. This analysis, conducted for the Conservative Party, assesses the greenhouse gas and economic impacts of this Plan.

Highlights:

  • The Conservative Plan achieves comparable greenhouse gas reductions through 2030 relative to announced federal policy to date.
  • Rather than increasing the consumer carbon price, the Conservative Plan adopts a package of policies including a national zero-emissions vehicle mandate, a low carbon fuel standard and a renewable natural gas mandate.
  • Under this Plan, “flexible regulations”, pioneered in jurisdictions like British Columbia, California and Québec, allow for multiple ways of complying with the policy. These regulations applied nationally offset a reduction in the consumer carbon price.
