Navius Research was commissioned by the Canadian Climate Institute to support the 2024 Independent Assessment of Carbon Pricing Systems, prepared for Environment and Climate Change Canada. By simulating a set of scenarios with and without carbon pricing, we provide insights into the quantity of emissions avoided by consumer and industrial carbon pricing, how legislated and proposed regulatory measures interact with carbon pricing, and whether large emitter trading systems (LETS) in their currently legislated form are stringent enough to maintain uniform carbon pricing incentives for industry. Results from the Independent Assessment are published in the Institute’s report. Navius’ modeling annex includes information on scenario design, macroeconomic assumptions, and discussion of uncertainty and limitations.
