What Canadian LNG and oil exports could mean for global emissions

Summary
The Public Policy Forum (PPF) and Canadian Chamber of Commerce contracted Navius Research to quantify how Canadian LNG and oil exports may impact global GHG emissions. The objective of the analysis was to explore:
- How Canadian lifecycle LNG and oil emissions intensity compares with the U.S. and other key producers; and
- Whether access to Canadian LNG is expected to decrease the average emissions intensity of electricity generated in global markets.
The analysis finds that Canadian LNG has the potential to decrease global emissions if exported to a country with high current and projected coal generation, namely Asian markets, and estimates that Canadian LNG, if exported to these markets, could decrease global emissions by 40-70 Mt CO2e. It finds that Canadian light oil has a similar lifecycle carbon intensity as the global average, while Canadian heavy oil has a lower lifecycle carbon intensity than global alternatives, such as Venezuelan heavy oil.
