How Canada can best respond to the U.S. trade war
March, 2025
Summary
Navius Research, at the request of the Public Policy Forum, conducted an analysis of how damaging the U.S. tariffs will be on Canada and the U.S., and potential Canada-led strategies to respond. The analysis finds that the U.S. tariffs will affect all provinces across Canada and highlights sectors expected to be least affected, which can serve as a guide for how to better insulate Canada’s economy from these types of threats. It also analyzes potential responses by Canada to this threat and indicates the retaliatory tariffs that would inflict more damage on the U.S. than on Canada and the retaliatory tariffs which Canada should avoid.
