Evaluating the effectiveness of Canadian industrial carbon pricing systems

June, 2025

Summary

The Canadian Climate Institute (CCI) released an analysis highlighting two threats to the effectiveness of industrial carbon pricing in Canada, drawing on modeling from Navius. First, many of the industrial carbon pricing systems in Canada face risks of lower than intended credit prices by 2030, impacting the effectiveness of the policy. Second, as a result of the repeal of the fuel charge, some industrial facilities that had previously voluntarily participated in industrial carbon pricing could choose to opt out, reducing emissions coverage of the policy.
