Canada–Alberta MOU: Industrial Carbon Pricing Will Make or Break Emissions Outcome

April 2026

Summary

In partnership with the Canadian Climate Institue (CCI), Navius modeled the emissions outcomes of different policy combinations under the Canada–Alberta MOU. Results show that carbon market design is the dominant driver, and that the trajectory of the industrial carbon price will have a large impact on the emissions outcome. The same MOU, implemented with a weak versus strong industrial carbon market, produces national emissions differing by over 80 Mt by 2050.
